A former American diplomat, Dan Fried, observed, "Putin is attempting to disrupt the momentum toward increased pressure on the Kremlin." He added, "The outcome will become clear on Friday, but the likelihood of moving toward a ceasefire by pressuring Moscow to engage sincerely appear to have decreased."
